The Skills Development Act 97 of 1998 makes provision for an institutional framework to devise and implement national, sector and workplace strategies to develop and improve the skills of the South African workforce, and to integrate those strategies within the National Qualifications Framework contemplated in the National Qualifications Framework Act, 2008; for learnerships that lead to recognised occupational qualifications; for the financing of skills development by means of a levy-financing scheme and a National Skills Fund; for the regulation of employment services. The Skills Development Levies Act 9 of 1999 makes provision for the imposition of a skills development levy.
